The paperwork
The boletín: the document that actually matters
The boletín eléctrico — formally the certificado de instalación eléctrica — can only be issued by an instalador autorizado, an installer registered with the regional industry authority. Foreign owners usually discover it exists when the power company refuses to connect the supply.
Contracted power, and why it is not a detail
Spanish supply contracts cap the power you can draw, and you pay a standing charge for the level you contract. An induction hob, an oven and air conditioning together will trip a supply contracted for a 1970s flat, and raising it needs a certificate from a registered installer.
The warning sign in a quote
An electrical quote with no CIF (the company tax number) and no registered installer number means paying a second professional to certify the first one’s work when the certificate is needed. Ask for both numbers in writing before accepting a price.
The building
What a Barcelona flat changes about the job
Two flats of identical size in the same street can differ by thousands: it is the year the installation was done and where the cable runs.
Cable buried without conduit
In buildings wired in the 1960s and 1970s the conductor often sits directly in the plaster with no conduit around it, so there is nothing to pull a new cable through. Every new circuit means a chase cut into the wall, then filling and painting, which is why a price given without seeing the flat is a guess.
No earth
Flats wired before the 1980s frequently have no earth at all. You can spot it from two-pin sockets and from an RCD that has never once tripped. It cannot be fixed socket by socket: earthing is a network, so doing it properly pulls in the consumer unit and the circuits as a whole.
The riser belongs to the building
The cable from the meter on the landing to your consumer unit is yours, but it passes through common parts, so upsizing it or moving the meter means notifying the administrador de fincas, the managing agent, beforehand. The comunidad, the owners’ association governing those shared parts, does not approve work inside your flat but must be told about work on the route.
Running it from abroad
Once the plaster closes, the position of every cable in that wall is unverifiable, for you and for the next owner, so ask for date-stamped photographs of every open chase. Keep the certificate with the deeds: a buyer’s lawyer will ask for it.

Why hourly is the expensive option
On an hourly rate the client carries the risk that the job runs long: every surprise is billed to you. On a fixed price that risk sits with the party who can assess it before starting.
