Which permit do I need to renovate in Barcelona?
Interior work that leaves structure, façade and communal elements untouched needs only a prior notification (comunicación previa), and you can start almost immediately once it is filed. Touch a loadbearing wall, cut a new opening or affect communal elements and it becomes a minor works licence (obra menor) with a technical project: 1 to 3 months. Extensions, added volume or a change of use are major works, 3 to 8 months. Starting without the right one means a stop notice, a fine proportional to the project value and an insurer entitled to refuse cover for anything that goes wrong on site.
It depends on whether you touch structure, façade or communal elements. For interior work affecting none of the three, a prior notification is enough.

- Prior notification (comunicación previa): interior work leaving structure and façade untouched. Bathrooms, kitchens, services, flooring and non-loadbearing partitions
- Minor works licence (obra menor): layout changes affecting structure, openings in loadbearing walls, work on communal elements. Technical project required
- Major works licence (obra mayor): extensions, added volume, full façade or roof work, change of use. Project and site supervision mandatory
The case that catches people out
Removing a partition sounds minor, but if it is loadbearing everything changes: minor works licence, structural calculation and a steel beam. It is not always obvious which walls carry load, which is why we open an inspection hole before designing.

Not a theoretical risk. In Barcelona inspections routinely follow a complaint from a neighbour or the owners association.

- Obligation to regularise retrospectively, which costs more
- If the work cannot be authorised: a reinstatement order, meaning undoing it
- Problems on resale: the buyer or their bank spots the discrepancy with the registry
Insurance will not cover you
If something goes wrong during unpermitted work, the insurer can refuse cover. It is rarely mentioned and can cost far more than the permit itself.
