Short answer
The boletin electrico — formally the certificado de instalacion electrica — is the document an authorised installer signs to confirm that the wiring meets the current Spanish regulation. You need it to connect a supply in a property that has none, to raise the contracted power, and after any works that alter a circuit. Rewiring a flat takes 5 to 8 working days on site and costs €4,000–7,500 for a flat of 70–90 m² with a new consumer unit, full recabling, accessories and the certificate included, or from €900 where sound conduit lets the existing cable routes be reused.
This is the point that catches foreign buyers most often: a flat empty for years has no active contract, and the old meter alone will not get one opened.

Separate circuits for lighting, general sockets, oven and hob, washing machine and dishwasher, and air conditioning, plus RCD protection and an earth throughout the property. A Barcelona flat wired in the 1970s rarely has half of that, and adding appliances to it does not make it compliant — it makes it overloaded.
Scope
Rewiring is not pulling new cable through the old conduit and hoping. It is a system, and each part of it is what the certificate covers.
An empty conduit run to the parking space, to the living-room ceiling or out to the terrace costs very little while the walls are open. This is the single cheapest decision in the whole job and the one owners most often skip.
For non-resident owners
Most of the rewires we do for foreign owners follow a purchase, and they run in a fixed order.
Everything from your meter inwards is yours. The riser from the street, the meter cupboard and the communal lighting are elements of the comunidad de propietarios: if the shared riser is undersized it is the comunidad that has to renew it, funded by a derrama voted at the junta, and no individual owner can force it alone. We tell you on the survey which side of that line your problem sits on, because it decides who pays.
You receive the circuit schedule and socket layout to approve in writing before any cable is pulled, then weekly photographs of the chases open, the consumer unit wired and the earth test reading. The certificate is a scanned document — you never need to be in Barcelona for any of it, and we deal with the administrator over access, lift protection and permitted working hours.

The certificate an authorised installer issues confirming the wiring complies with current Spanish regulation. It is required to open a supply contract, to raise the contracted power, and after any works that alter a circuit.
The utility will not connect a supply without a boletin, and no installer can certify a non-compliant installation. In practice that means the rewire comes first, the certificate second and the supply contract third. Doing the finishes before that order means redoing them.
Only if sound conduit already exists with room to pull new cable, typically in installations from the 1980s onwards. Where the old cable is buried directly in plaster, chasing is unavoidable. We confirm it with a draw test on the survey.
The regulation sets a minimum, but the practical standard is higher: six to eight outlets in a living room and four in a bedroom. Adding them after the plaster is finished means chasing and repainting, so it is decided before work starts.
The comunidad de propietarios, through a derrama approved at the junta, because the riser is a communal element. Everything from your meter inwards is the owner’s responsibility. We identify which side of that line the problem falls on during the survey.
