How to compare renovation quotes without getting it wrong
The cheapest quote is rarely the cheapest. It is the least complete, and the difference appears when you can no longer change contractor.

The list
Twelve questions to ask every time
To compare renovation quotes properly, level the scope before you look at the totals: list every item that appears in either quote, mark who includes what, and ask for a price on whatever is missing. The four items that most often separate a cheap quote from a complete one are permits and municipal fees, licensed waste disposal, membrane waterproofing, and full rather than partial rewiring. On an 80 m² flat, where the work itself runs between €62,400 and €128,000, those gaps are worth tens of thousands.
None of the questions below is aggressive and all of them reveal real differences. If a company is uncomfortable with them, that is information in itself.

About the price
- Is this a fixed price or an estimate? An estimate can grow without limit
- What causes would justify an increase, and what would not?
- Is licensed waste disposal included, with the certificate?
- Are permits and municipal fees included, or charged separately?
About the scope
- What is expressly excluded from this quote?
- Are specifications given by brand and model, or described generically?
- Does it include full electrical and plumbing renewal or only part?
- Does it include membrane waterproofing where required?
About delivery
- Is there a written programme, and what happens if it is missed?
- Who is my point of contact and how often will I get reports?
- Is there current public liability insurance? Ask for the certificate
- Are payments against certified progress or a fixed calendar?
The paperwork
Documents a foreign owner should ask for by name
Spanish building work generates a specific set of documents. None of them costs anything to request, all of them can be checked before you sign, and their absence tells you more than any reference ever will.
CIF and public liability insurance
The CIF is the company tax identification number, the equivalent of a company registration number. Ask for it together with the current public liability certificate and check that the insured name matches the name on the quote. It is a single email, and it separates a registered company from a group of tradespeople invoicing informally. If work is being run while you are abroad, this is the one check you cannot skip.
Assabentat and comunicación previa — the permits
Most interior work in Barcelona that does not touch structure goes through an assabentat, effectively a same-day notification, or a comunicación previa. Neither is a lengthy planning application, but both are filed with the ayuntamiento and both carry a fee. The quote should say who files it and whether the fee is inside the figure. Anything affecting structure, façade or roof needs a full licencia with a technical project, and that does take weeks.
The waste transfer certificate
Construction debris has to go to an authorised waste manager, which produces a certificate. This is not an environmental formality — some municipalities will not close the file without it, and a quote that never mentions where the rubble goes has either hidden the cost or is planning to skip the step.
Boletín — the electrical certificate
If the work touches the consumer unit, the job must end with a boletín signed by a registered installer carrying a registration number. This is the document the utility company requires to change your contracted power, and the one a buyer's lawyer will ask for when you eventually sell. Ask for the installer's registration number at quotation stage.
Payment schedule as remote control
If you are not in the country, the payment schedule is your main instrument of control. Tie payments to completed milestones you can verify from photographs — services first fix, waterproofing tested, tiling complete — rather than to calendar dates. A deposit for materials is normal; more than a third before anything starts is the most common pattern behind abandoned jobs.

What should make you cautious
A single-figure quote
A total with no breakdown cannot be compared or challenged. Without measurements and items, any later dispute is one word against another.
A price given without a visit
Nobody can fix a price without seeing services, structure and access. A price over the phone is an estimate that will rise.
Deposit above a third
A reasonable materials deposit is normal. Asking for more than a third before work starts is the most common cause of abandoned projects.
Generic specifications
"Quality tiles" or "branded sanitaryware" mean nothing. Without brand and model, whatever is cheapest gets installed.
No completion date
A verbal programme is not a programme. If it is not written with a start date and a duration in working weeks, it does not exist.
Method
How to level quotes with different scopes
Two quotes with different scopes cannot be compared on the total. They have to be levelled first.
The method
- List every item that appears in any of the quotes
- Mark which company includes each one and which does not
- Ask for pricing on the missing items so you can total the same scope
- Then compare corrected totals, not the original ones
- Add to each what you know will come: permits, waste, contingency
The usual result
Once scopes are levelled, the gap narrows sharply and sometimes reverses. The quote that looked expensive included things the other would charge for later.

What is different if you are not from here
A few things about Spanish construction contracts routinely surprise foreign owners.
Worth knowing
- VAT on residential renovation can be reduced from the standard rate under conditions — ask which rate applies and why
- Waste must go to a licensed facility and you should receive the certificate
- Communal elements — stacks, façade, roof — need owners association consent, separate from the council permit
- A habitability certificate is needed to let the property, and renovation can affect it
- Electrical certification is required to register a new utility supply
Why the paperwork matters later
These documents are cheap to obtain during the works and expensive afterwards. Without electrical certification you cannot register a supply; without a habitability certificate you cannot legally let the flat.

Common questions
Three is usually enough. More than four delays the decision without adding information, especially if the scopes are not levelled before comparing.
Almost always because of what is not written down: permits, waste disposal, part of the services or waterproofing. Those items reappear later as extras.
A materials deposit at the start is normal. Above a third before work begins, be cautious: it is the most common cause of half-finished projects.
The signed figure does not change unless you request a variation or an unforeseen structural issue is reported and approved in writing. An estimate gives no such guarantee.
Electrical certification if services were renewed, the waste disposal certificate, the habitability certificate where applicable, and the written guarantee. All cheap during the works and expensive afterwards.
