Renovation permits in Barcelona, explained
Not every renovation needs a licence. Barcelona has an immediate filing for minor works, and picking the right one is the difference between starting next week and starting in two months.

Short answer
Which permit does my renovation need?
Barcelona has three levels. The assabentat d’obres is a same-day electronic notification for minor works: you can start immediately, and it covers new floors and wall tiling, replacing bathroom and kitchen fittings in the same position, painting, suspended ceilings and rewiring or replumbing inside the flat. The comunicat covers wider work without structural change and runs to its own timetable. A full llicència is needed for structure, openings in load-bearing walls, changes to the registered layout, anything touching the facade, light well or roof, and any change of use — and it means waiting for a decision, typically months rather than days. On a full renovation of €780–1,600 per m² the permit route usually decides the start date more than the contractor’s diary does.
The names are Catalan with no clean English equivalent, which is why foreign owners assume it is one process. Each level has its own paperwork, cost and waiting time.

Why this is not a formality
Under-describing the work to squeeze it into the fast track does not save time. Inspections happen, a job stopped halfway costs far more than filing correctly, and the declared budget has to match the final invoice.

The logic: anything not touching structure, facade, the layout recorded on the cèdula, or shared services.

The cèdula behind it
The cèdula d’habitabilitat is the habitability certificate every Catalan dwelling needs to be sold, rented or connected to utilities. It records room sizes, ventilation and light, and layout changes are measured against it — which is why a bedroom with no window is not a paperwork problem to fix later, but a room you cannot advertise as one.
The building
The town hall is only half the permission
Filing with the city does not give you the right to work. The comunidad — the owners’ association governing the building — controls access, and wants dates and scope in advance, the contractor’s liability insurance, and noisy-work hours per the statutes.
Common elements are a vote
The facade, the light well, the roof and the main drainage stacks belong to the building. Hanging an air-conditioning condenser on the facade, or moving a toilet far enough to touch the stack, needs the comunidad’s agreement at the junta — so the question is when it next meets, and whether you can vote by proxy through the administrador.
The skip is its own permit
A skip, a hoist or anything occupying pavement needs authorisation separate from the assabentat. An unauthorised skip is removed and the day is lost.

The jobs that sound minor and are not
Most disputes are not at the extremes, but in work that sounds simple and crosses the line.
Taking out a partition
If it carries no load and the registered layout is unchanged, it can qualify. If removing it merges kitchen and living room, the layout has changed and so has the permit. In buildings from before the 1950s some partitions carry load without looking like it, so a technician checks.
Replacing the windows
This affects the facade even if the replacement is identical. It depends on the ordinance and whether the building is listed, and conditions on material, colour and profile are common — the question nobody asks before ordering made-to-measure windows.
Fitting air conditioning
The indoor installation is one thing; hanging the outdoor unit on the facade or in the light well is another, because that is a common element. If the building keeps its original chimney flues, there is sometimes a route avoiding the vote.
Moving a toilet
Swapping sanitaryware in place is minor works. Moving the toilet means touching the waste run and usually building up the floor — and if it reaches the stack, common elements.
The rule that settles it
If the work touches structure, facade, registered layout or shared services, it is not an assabentat. If it touches none of those, it almost always is.

Running the paperwork from abroad
Filing is electronic and needs a Spanish digital certificate or Cl@ve — where non-residents get stuck. Two routes work.

Why the documents matter later
That paperwork is cheap during the work and expensive to reconstruct afterwards. A buyer’s lawyer will ask how the layout changed and under what permission, and the electrical butlletí with the installer’s registration number reconnects supply and supports the guarantee.
